Loy Rezbin is a human prospector from Brevoy who came to the leaders of Pohjola looking for the opportunity to start a settlement of his own within their region. He expressed a desire to develop a settlement near the lair of Sithriss the tatzylwyrm for he wished to ensure the safety of the wyrm and his family. At first skeptical, the leaders did some research on him and found him to be trustworthy and agreed to allow him to build his settlement, provided that Sithriss agrees to the existence of the settlement and that Rezbin does indeed follow through on his pledge to protect the wyrm.
