Nobody is really sure when Grigori first arrived in Raven’s Bluff but one thing is clear. Over the last several months he has become dissatisfied with the manner in which the ruling council is running Pohjola. He has made his complaints well known and can be seen speaking in public every few nights in front of increasingly larger crowds. His rantings have struck a chord with many of the people of Pohjola and those same people are beginning to question the intent and motives of the ruling council.
