Lady Andara Gisvet is the Speaker of the Houses in Exile in Mivon. Rumors had filtered down to Mivon over the last several months that new expeditions had been sent into the Stolen Lands from Brevoy in an effort to tame the notoriously wild region. When word broke that not only had the expeditions met with some initial success, but that the swordlords of Restov had also seen fit to allow these expeditions to form their own, independent nations, Mivon sent Andara to negotiate with these new regimes. The hope of Mivon is that they can secure more favorable trade routes using these new nations, and in the process, weaken the position of the swordlords of Restov. Andara found a very receptive party in the form of the leaders of Pohjola.
